A friend says that this is the line from Colorado Governor Bill Ritter, at his inaugural address, that received the most applause:
"Let’s fulfill the Colorado Promise by ending the crisis of the uninsured and enacting comprehensive health-care reform."
Comprehensive. That doesn't suggest a cobbled-together pastiche of a few more people covered.
